Alejandro Garcia Padilla, the governor of Puerto Rico, has shown great leadership with respect to Tropical Storm Erika. 

In less than one week, he wove FEMA and the entire insular infrastructure – PREPA, PRASA, PRHTA, and all 78 mayors – into a government relief plan for the entire island.

It will save hundreds of lives in Puerto Rico.
