Puerto Rico Secedes from the United States…Establishes its Own Government

War Against All Puerto Ricans: Revolution and Terror in America’s Colony

This headline is not a hoax. 

It is a shocking headline, but it is also true. 

A governmental body called the Estado Nacional Soberano de Borinken (National Sovereign State of Borinken) has created a sovereign government for Puerto Rico, assembled in accordance with international law, maintained parliamentary records, filed its Preamble and Constitution with the United Nations, and is now requesting recognition from that body. 

This year, the Estado Nacional Soberano de Borinken attended the January 2015 international conference of the Comunidad de Estados Latinoamericanos y Caribeños (Community of Latin American and Caribbean States) held in San José, Costa Rica.

This was a serious conference: attended by Raul Castro (president of Cuba), Luis Guillermo Solís (president of Costa Rica), Daniel Ortega (president of Nicaragua), Rafael Correa (president of Ecuador), and representatives from twenty-nine other countries, it repeatedly addressed the issue of Puerto Rico’s sovereignty throughout the proceedings.

Ruben Berríos Martínez, the president of the PIP, testified firmly and intelligently at the conference. Thirty-three consecutive years of United Nations resolutions in favor of Puerto Rico’s independence were entered into the record (currently thirty-four years, as of June 2015). According to the BBC, “the independence of Puerto Rico was one of the principal issues of the entire conference.”

At the conference, the BBC also interviewed Prof. Ramón Nenadich, the president of the Estado Nacional Soberano de Borinken, who has been teaching Industrial and Labor Relations at the University of Puerto Rico since 1977. According to Prof. Nenadich, the Estado Nacional Soberano de Borinken established itself on October 27, 2012, on the 222nd anniversary of the birth of General Antonio Valero de Bernabé Pacheco. Since that time, said Nenadich, it has developed and documented its organization in strict conformity with United Nations Resolution 1514 (XV), which was adopted by the General Assembly on December 14, 1960:

Declaration on the Granting of Independence to Colonial Countries and Peoples

  1. The subjection of peoples to alien subjugation, domination and exploitation constitutes a denial of fundamental human rights, is contrary to the Charter of the United Nations and is an impediment to the promotion of world peace and co-operation.
  2. All peoples have the right to self-determination; by virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development.
  3. Inadequacy of political, economic, social or educational preparedness should never serve as a pretext for delaying independence.
  4. All armed action or repressive measures of all kinds directed against dependent peoples shall cease in order to enable them to exercise peacefully and freely their right to complete independence, and the integrity of their national territory shall be respected.
  5. Immediate steps shall be taken, in Trust and Non-Self-Governing Territories or all other territories which have not yet attained independence, to transfer all powers to the peoples of those territories, without any conditions or reservations, in accordance with their freely expressed will and desire, without any distinction as to race, creed or color, in order to enable them to enjoy complete independence and freedom.
  6. Any attempt aimed at the partial or total disruption of the national unity and the territorial integrity of a country is incompatible with the purposes and principles of the Charter of the United Nations.
  7. All States shall observe faithfully and strictly the provisions of the Charter of the United Nations, the Universal Declaration of Human Rights and the present Declaration on the basis of equality, non-interference in the internal affairs of all States, and respect for the sovereign rights of all peoples and their territorial integrity.

According to Prof. Nenadich, “Estado Nacional Soberano de Borinken is not a political party. It is a government.” Currently, the principal goal of this government, is to achieve recognition of its legitimacy from the U.N. The first step in this incremental process, will be the achievement of “observer” status on the U.N. Decolonization Committee. 

In addition to the BBC report, the activities of the Estado Nacional Soberano de Borinken were also reported on the front page of the newspaper Borikén.

Regardless of one’s political persuasion, this level of organization and outreach by the Estado Nacional Soberano de Borinken indicates one key fact: that the people of Puerto Rico are actively and aggressively seeking an alternative to the current colonial relationship with the United States. 

For thirty-four successive years, the U.N. has issued resolutions in support of Puerto Rican sovereignty. For thirty-four years, the U.S. has ignored every resolution. 

For sixty-nine years, the Partido Independentista de Puerto Rico (PIP) has been battling the FBI, denouncing the Law of Cabotage, struggling in the courts, exposing a corrupt “two-party system” that, together with its colonial masters, has sunk Puerto Rico into a $73 billion public debt. 

At the very least, Prof. Nenadich and the Estado Nacional Soberano de Borinken are establishing a public record, that 117 years of colonial occupation by the “leader of the free world” is immoral, illegal, and unsustainable. 

Some political observers have compared Prof. Nenadich to Don Quijote…but another literary reference is more appropriate.

As Arthur Miller once wrote, “attention must be paid to such a man.”

    Todo el mundo dice querer un consenso puertorriqueño. ¡Otros hasta dicen tenerlo! Pero, ¿Dónde está?
    Algunos creen que lo primordial es evitar que el gobierno de Estados Unidos nos espete la Junta de Control Fiscal. Otros creen que tenemos que derrocar la Ley de Cabotaje. Otros creen que tenemos que sacar al Gobernador de Puerto Rico Alejandro García Padilla de La Fortaleza. Y otros creen que tenemos que asegurarnos que gane Hilary Clinton a la presidencia de Estados Unidos, para que no sea el loco y racista Donald Trump.
    Pero nadie está hablando de que para un proceso de descolonización ser válido baja la ley internacional tiene que surgir del mismo pueblo colonizado. Si estaríamos claro de eso, y supiéramos que tenemos el derecho inalienable bajo la ley internacional de usar todos los medios necesarios para descolonizarnos, tendríamos ese consenso indispensable para liberarnos.
    Dado el hecho de que el gobierno de Estados Unidos ha ignorado 34 resoluciones de la Organización de Naciones Unidas (ONU) pidiéndole que descolonice inmediatamente a Puerto Rico, sabemos por seguro que ese gobierno no cree en la JUSTICIA PARA TODOS.
    Ese gobierno ha usado su poderío económico y militar para imponernos su voluntad y para violar nuestro derecho y violar la voluntad internacional. Dado esa realidad indiscutible, hace ya mucho tiempo que los puertorriqueños deberíamos haber impuesto nuestra voluntad sobre el gobierno de Estados Unidos. ¿Cómo haríamos eso?
    Un tsunami de nosotros debemos de salir a la calle para marcha y protestar pacíficamente y permanentemente para que se nos respecte nuestro derecho inalienable a la autodeternacion e independencia. Debemos insistir que el proceso de nuestra descolonización sea según la ley internacional democráticamente acordado en el 1960 por la ONU. Ese consenso, resolveríamos, además de nuestras divisiones que nos ha mantenido estancado por 118 años en el coloniaje, el problema de la Junta de Control Fiscal, la Ley de Cabotaje, el gobernador, y el loco y racista Donald Trump.
    Nuestra salvación colectiva vendrá cuando aprendamos a confiar en nosotros misma, como en el poema de Rafael Cancel Miranda, “Sed tu propio sol.”

    What Puerto Rican consensus?

    Everyone says he or she wants a Puerto Rican consensus. Others even say that they have it! But, where is it?
    Some believe that our biggest problem is avoiding the United States (US) government’s imposition of its Financial Control Board. Others believe that we have to do away with the law requiring us to use US ships for the importation of goods. Others believe that we have to get rid of Puerto Rico’s Governor Alejandro García Padilla. And still others believe that we must make sure that Hilary Clinton becomes the next president of the United States, to avoid that crazy and racist Donald Trump.
    But nobody is talking about the fact that for a decolonization process to be valid under international law, it must originate from the colonized people. If we were clear about that, and knew that we had the inalienable right under international law to use any means necessary to decolonize ourselves, we would have that indispensable consensus for our liberation.
    Given the fact that the US government has ignored 34 United Nations’ (UN) resolutions asking it to immediately decolonize Puerto Rico, we know for sure that it does not believe in JUSTICE FOR ALL!
    This government has used it economic and military power to impose its will on us, and violate our right and the will of the international community. Given this irrefutable reality, it has long been time for Puerto Ricans to impose our will on the US government. How do we do that?
    A tsunami of us should vote with our feet to permanently and peacefully march and protest that our inalienable right to self-determination and independence be respected. We should insist that our decolonization process be in accordance with the 1960 international law democratically adopted by the UN. This consensus would resolve, along with the division that has stagnated us with 118 years of colonialism, the problems of the financial board, the maritime shipping law, the Puerto Rico governor, and the crazy and racist Donald Trump.
    Our collective salvation will come only when we realize that we must confide in ourselves, like in Rafael Cancel Miranda’s poem, “Be your own sun.”

  2. It is so unbelievable that Puerto Rico can be in debt for so many billions. Something isn’t adding up here. Puerto Rico should ask for a certified public accountantcy from the US government to see how this debt totals up.

  3. I see here that there are several misconceptions. First, in general terms, autonomy is not sovereignty, much less independence. Any autonomy implies the existence of a superior authority and power. Puerto Rico never seceded to be Spanish territory when Spain conceded the 1897 Autonomy Charter; therefore, they did had the right to give us to the United States of America. Secondly, all UN resolutions on the Puerto Rico political self-determination only recognizes that right, it’s not a declaration of forcible independence for Puerto Rico. Under the US flag (we still are), US Congress never had nor have renounced authority and power over Puerto Rico with the enactment of the Law 600 and the subsequent enactment of the Puerto Rico’s Federal Relations Law. This has been ratified time after time by the US Supreme Court in the, so called, Insular Cases. Puerto Rico still have the US territoriality status; that means (like it or not), that the President of the United States of America is our Head of State and the Governor of Puerto Rico is our Head of Government. Third, The United Nations, nor the CELAC, has no authority or power to free any cultural nation like Puerto Rico. Fourth, therefore, the so called Estado Nacional Soberano de Borikén, and its so called (self-proclaimed) President, has no real form of authority nor power to proclaim the secession of Puerto Rico from the United States of America. In addition, the people of Puerto Rico have not sanctioned this action in any way. Thus, it’s just a pretension of a state; some might classify it as a “micronation” (a fictitious or experimental nation-state). Under that same situation I can proclaim to be the Royal Sovereign (Bo Cassique) of the Kingdom of Puerto Rico. It’s to important to have clear concepts, because it always help to solve any problem, even political.
    With this I am not saying that Puerto Rico doesn’t deserve to be an independent country. But, it should not be imposed by no one. It should be a democratic act expressed by the will of the people of Puerto Rico. Self-determination means that the will of the people decides the political issues that affects them [political status (free associated state, independence or union state), form of state (republic or monarchy) and form of government (congressional or parliamentary)]; and that will must be respected by all involved and all the Family of Nations (UN, OEA & CELAC). That is the essence of democracy.
    Good will and wishes to all Puertorricans (Boricuas) everywhere.

  4. Senor Pepito, It does not matter where the USA entered into Puerto Rico and attack. The point is that they attaked! The greatest democracy in the world, always upholding to the world a piece of paper that says” that all men are created equal. But I have lived long enough to know that some men are more equal than others. Allowed our beautiful island to stand on its feet. For years the USA had kept us in internal conlicit while they stripped the island of its resources. Allowed Puerto Rico to stand on its feet. Firmly and securely on its feet, and then when it is. Only then asked it what it wants, Statehood, Commonwealth or Independent.

Puerto Rico was a Sovereign Nation. WELL, MAYBE NOT SO SOVEREIGN. BUT MORE SOVEREIGN THAN NOT. AND BECAUSE THAT WAS WHAT THE PR’S WANTED AND HAD BEEN WORKING FOR SO LONG TO ACHIEVE, THE U.S. SHOULD HAVE HONORED THAT DESIRE/EFFORT AS THEY WOULD FOR ANY “LIBERATED” NATION. IN FACT IT WAS ONE OF THE B.S. PREMISES THAT THE U.S. USED TO GO TO WAR AGAINST SPAIN. So, it was an illegal act of the USA to attack El Morro and put troops in Puerto Rican soil. I believe that Puerto Ricans, deep inside their hearts, do not want to lose their heritage, language, identity,and culture but their struggles have been very hard. Why have we been put in a position to chose?Brother against brother. Maybe Puerto Rico is at an impotant cross road in history. Have we out grow uncle sam?!

  10. I agree with Jose Luis….who asked them to do this? Whether you like it or not, whether you support it or not (and actually, I do), the Puerto Rican people do not want independence as evidenced by at least four votes since I have been living on this island. Independence never garners more than 2-3% of the vote. This is not a legitimate action….

    According to Prof. Nanedich, that is precisely what they did – they established an Assembly and have been meeting with full and documented formalities. They also drafted a Preamble and Constitution, and submitted it to the UN along with their declaration of sovereignty – precisely as you described in your comment.

  12. And who elected them to represent anyone? Obviously it is not a democratic regime. Get real.Get a job. We are not idiots. Make your money honestly. The real way to secede is to establish a Constitutional Congress, or Assembly. Draft the document and declare our SOBERANIA. And that is in the process of gestation right now.

  14. The Government of the United States is not helping in maintaining the Status Quo of Statehood for Puerto Rico. Someone has to do something so why not Secede From the United States.
